The Child Care and Development Fund (CCDF) is the primary federal funding source for childcare assistance in the United States. Administered by the Office of Child Care within the U.S. Department of Health and Human Services, CCDF provides block grants to states, territories, and tribes, which then design and operate their own childcare subsidy programs within federal guidelines.
CCDF subsidies help low-income working families afford childcare by paying a portion of the cost directly to providers. Eligibility is typically based on family income (often at or below 85% of state median income), work or education status, and the age of the child. Families usually pay a copayment based on a sliding fee scale, with the subsidy covering the remainder up to the provider's rate or a state-set ceiling.
For childcare providers, accepting subsidy families can expand enrollment and serve a broader population. However, subsidy reimbursement rates are often lower than private-pay tuition, and providers must comply with additional reporting requirements. States use CCDF funds not only for direct subsidies but also for quality improvement activities, including professional development, QRIS implementation, and consumer education through Child Care Resource and Referral (CCR&R) agencies.
