Staff-to-Child Ratio

Staff-to-child ratio (also called teacher-to-child ratio) is the number of qualified adults required to supervise a given number of children in a childcare setting. Ratios are set by state licensing regulations and vary based on the age of the children. Younger children require lower ratios (more adults per child) because they need more individualized attention and supervision. Common ratios include 1:3 or 1:4 for infants, 1:4 or 1:5 for toddlers, 1:8 to 1:10 for preschoolers, and 1:12 to 1:15 for school-age children.

Maintaining proper ratios is one of the most fundamental licensing requirements for childcare programs. Ratios must be maintained at all times, including during outdoor play, nap time, field trips, and transitions. Violations of ratio requirements are among the most common licensing citations and can result in fines, corrective action plans, or license suspension.

For directors, ratio management is a daily staffing challenge. When a teacher calls in sick or goes on break, substitutes must be available to maintain ratios. When children are dropped off or picked up throughout the day, classroom assignments may need to shift.
